If you look at the issue from a more simple point of view consider the dog a "load".

"The load on any vehicle shall be securely fastened so as to prevent the covering or load from becoming loose, detached, or in any manner a hazard to other users of the highway."

It's illegal to leave a washer unsecured in the back of your vehicle. Why should a dog be any different?

This legislation is hardly a government intrusion. Government intrusion would be if they wanted to ticket you for leaving the dog loose in the bed of your truck while driving on your own property. Government intrusion is raiding a guy's house because he bought fertilizer and had a high electric bill. Asking a person to secure the dog in the bed of a truck is no where near government intrusion.

If that's the case, why do we need another law? My point is that we have enough goddam laws, not enough people with common sense, and an overabundance of idiots. Our representatives need to concentrate on solving real problems. If someone wants to dress a dog up in sweaters for pictures let him do it. If the same man wants to shoot that dog for tearing up his new pair of boots he should be able to do that also.
