If we assume that neither the wine, extant or the food was poisoned, and that only Joffrey's food or wine was poisoned, it has to be someone at the family table.
Margaery, Cersei, Tommen, Tywin, Olenna, Mace (was he at the head table? I'm just assuming), Tyrion and Sansa. Once Joffrey's taunting of Tyrion started, Margaery stood up (to feed him), and Tyrion and Sansa handled the goblet. Now, from whence the wine actually came from and how much access that Cersei, Tywin, Tommen, Mace or Olenna had prior to Tyrion presenting the poisoned wine to Joffrey is anybody's guess (because it either happened or didn't happen off-screen).
In any event, all of this presupposes it was an ingested poison and relatively fast acting. This ignores the possibility of a slow acting poison given to him earlier in the day, a contact poison on one of the gifts (still, pretty much has to be family), or more exotic poisoning theories.
But, if it was a fast-acting, ingested poison, the list of people with access to Joffrey and his food/drink, is pretty much Margaery, Cersei, Tommen, Tywin, Mace, Olenna, Tyrion and Sansa at the wedding feast.
Haven't completely ruled out Martell - after all, he is an assassin - what better alibi than to be 30 feet away. However, if he was that clever and going to do it that way, he likely wouldn't have been in the crowd (even better alibi - "I wasn't even there.")

I don't think an offscreen poisoning is viable. It's too important to leave to assumptions.
IMO it had to be at /during the wedding. If the poison was in the necklace like we assume than it could only be a few characters.
Ma Ma Tyrell was the last person to visually handle the necklace.
