New Soccer Fan - HELP!

So I was one of those people that called soccer a diva sport. I watched Everton against someone earlier this year, and I now am very excited to watch these matches every weekend.
I have two items I need help with...
1). Where is a good, simple explanation of general penalty rules, as well as rules outlining when a game is able to be called over in stoppage minutes.
2). I have three teams that I absolutely LOVE watching.. Everton, Liverpool, and Chelsea. I have found myself falling more for Chelsea than any team, but I like Suarez for Liverpool, and Howard and one other player (their leader, it seems) for Everton. Who should I choose? I must pledge allegiance to one.

OP, pick Everton. We need more Evertonians on here, and they're going to be fighting for a Champions League spot in the final weekends.
If you want to fit in, Chelsea and Liverpool have huge followings on here and just so happen to be the two biggest title contenders. So just get ready for any bandwagon trash talk from some on here.
But keep watching for a few weeks, and you'll definitely gravitate to one team.

If there is a foul inside the bigger rectangle (called the 18 yard box), then a penalty is awarded by the ref who points to the spot (which is literally a spot 12 yards away the goal). The goalkeeper has to stay on his line until the ball is kicked. Then, a player (of the fouled teams choosing) gets a shot at goal that he converts usually about 80% of the time. Also, a yellow or red card may be issued in conjunction with the penalty. Or were you asking about a PK shootout?
Stoppage time is being all the time missed during the game due to stoppages such as injuries. The time lost is recorded and then approximately added on at the end of each half.

everton is a great team to start following if you are just getting into the game.
keep an eye on leicester and crystal palace as well. leicester will be in the league next year and i think they will hang around.

While Suarez is a good player, he's a biting racist. I wouldn't going around saying he's my favorite player.

If I were you I'd choose a team that into the future will nearly always compete in the Champions League (the #1 most prestigious club football trophy if you don't know what it is yet) and for league titles. That basically gives you the choice between Man U, Chelsea, Arsenal and Liverpool. Unless you're willing to go outside England and support AC Milan or Barca or something but sounds to me like you're most interested in the EPL which is the most accessible if you're in the US.
It might be a bit "bandwagon" but tbh you will enjoy football a lot more supporting a team that competes in the UCL regularly and is competitive. Remember it's not like here where we have a draft. The top teams are going to stay on top for the most part.
