Muslims are taught that it is absolutely acceptable and sometimes crucial to lie to infidels to achieve a long term goal. There's actually a word for this in the Koran.
Therefore, is he a Muslim? Possibly. Would being baptized a Christian cancel his Muslimness if he needed to do that to convince a nation that he's not Muslim? Hell no.
