to be clear, you cannot go over the cap. Any contract signings have to be approved by the league. The allotted amount for rookie contracts is part of the equation.
For Saints rookies this year-
7 picks
One year salary pool- $4,670,117
Cap Space required- $1,730,117
Signing Bonus Allocation- $6,920,468
Total value- $24,691,724

But that's what's allotted. I don't believe it's in the cap yet.

Because the Saints would appear to have less than the cap space required as shown by blueslover, I think the saints will need to release a player or restructure a deal.
