Yes. If they go with the Death of Captain America storyline at some point, Bucky will replace him (at Stark's urging).

It's assumed they each have their own things going on (ie: their movies). Besides, things are happening so fast in this movie that Cap wouldn't really have time to call anyone (btw, I don't want to know the charge for calling Asgard).

Captain America and his Howling Comandos
WTF
Guess they figured SGT Fury would have been too old
to take credit for his rightful role as leader of the Howlers. Too bad...would have made a great Marvel movie somewhere down the line.
