I thought it was pretty dang good. I didn't read comics but I always get on Marvel after one of the movies to see who's who
1. Does Falcon ever get some sort of power, or does he just use those mechanical wings all the time?
2. Will the WS be a good guy down the line?
3. Is it ever explained why the other "heroes" can't come help or are we just supposed to not think about that?

I think we are just not supposed to think about why the other heroes are busy at this point. When they do an actor reboot and the salaries are manageable we might see more cameos.

aside from Captain America, Hawkeye, and Black Widow possibly showing up in Iron Man 3 to help save the President I can 't really see how any of the other Avengers would have been able to get to where they would need to go fast enough to do anything in the other movies.
By the time Stark showed up in London for Thor 2 or anyone knew what the hell was going on within SHIELD during CA2 the battles would be over.
Thor has other shite to do on different worlds. Stark is doing his thing in NYC and last we saw him wants to retire from being Iron Man. Bruce Banner wanted little to do with SHIELD or the US military the first go around.
Hawkeye is really the only one that we have no idea where he would be.

Yes. If they go with the Death of Captain America storyline at some point, Bucky will replace him (at Stark's urging).

It's assumed they each have their own things going on (ie: their movies). Besides, things are happening so fast in this movie that Cap wouldn't really have time to call anyone (btw, I don't want to know the charge for calling Asgard).

1 - The wings are his power. In the comic, before he got the wings (created for him by the Black Panther if I remember) he was just an athletic guy. Oh, except he has a telephatic connection to his hawk Redwing that was at times expanded to control over all birds or something like that.
2- Yes. In the series, he was Cap's sidekick Bucky in WWII and was believed killed in the drone crash that froze Cap. It was one of the very few comic book "deaths" that was considered permanent because it lasted for decades. Then they retconned it to him having been rescued by the Soviets (and brainwashed I think) and turned into a elite agent/spy/assassin by them. I didn't follow the recent story lines but I think he did indeed become a good guy again.
3 - It's something that always has to be dealt with when there are heroes who are on teams and also have individual books/films. Usually it's just assumed they are involved in their own adventures.

I read an article saying that they'll explain in Avengers 2 why some of the characters haven't been around. I remember Hawkeye and Hulk specifically being mentioned.

If people think about it, at least for this film, the "public events," happen over a course of about 48 hours. So there's more immediacy here than say an Iron Man 3, and over a shorter amount of time. You might be able to say Fury could have called someone, but outside of Hawkeye, maybe he didn't want it to be a big deal if Iron Man suddenly left New York.
And hopefully while Marvel builds the MCU they build the rules necessary for comic book movies to exist. And then people have to just expect them.
