I seem to remember this administration complaining about the "for profit" colleges, yet I read a stat somewhere that 60% of the fees at "for" profit schools were Pell Grants.

There should be stipulations with Pell Grants. Free as long as you are a student in good standing and graduate on time. If not, it converts to student loan and you pay back what you got plus interest.
