No, it takes strategy out.
A good offensive team would go for it every time instead of deciding between 3 possible options.
Defensive teams would get hurt by this a lot more than offensive teams.

Good defensive teams will be able to stop the fourth down and people want to see offensive plays and going for it. It will add excitement to the game.
I still say it changes strategy not eliminates it.
