Ok, so, the issue is still that both the Rangers and Astros are blacked out in Louisiana, but there isn't a television channel that shows all of their games. How someone at MLB doesn't realize this is really beyond my level of comprehension.

Wrong. Comcast Sports Houston owns the TV rights to the Astros in all markets across the US. Problem is the channel has not been picked up by anyone except Comcast and a few small market cable providers. If you want to watch the Astros in LA, you need your cable or satellite providers to pickup the CSNH.
