Portland is where young people go to retire.
There are a ton of breweries there. I have no idea how to break into that business. I have seen a lot of home brewing contests where the winner of the contest gets to brew a batch for the sponsoring brewer.
My two cents would be that Portland would be a very tough market to break into the brewing business.
Does he have any experience?

Great food all around. Must try Pok Pok (Whiskey Soda Lounge). The wings are incredible.
Obviously the big name breweries, but there are some good local flavors, too. Hit Apex or Green Dragon to get a good cross-section of local beer on tap (Apex is awesome, but bring cash).
If you head up the river to Hood River, go to Double Mountain Brewery. Great beer and fantastic pizza.
So many good places to try, Portland is a beer/foodie mecha. One of the few places in the country that can hang with south Louisiana for food, and they kill us in beer.
