Having the largest prison population in the world tends to do that kind of thing. We love to lock people up for stupid shite. Prison should be for violent offenders and hard core criminals.

We're created several generations of institutionalized black Americans. We throw them in jail, have to take care of their dependents and then them when they are released. It's been more damaging that anything that happened 50 plus years ago.
