Thomas Sowell likes to point out that in 1950 more black children in America grew up in stable, two parent homes than white children did.
With the advent of modern welfare that number changed drastically with the federal and state governments taking over the father's role as provider.

It penalizes marriage, and penalizes the attempt at improving one's lot in life. The current welfare system is a total failure and highly responsible for the current welfare trap.
it's also contributed to the Walton Family and their ilk being some of the wealthiest people in the country.
