Healthcare deadline March 31

So apparently there is a deadline to find a healthcare plan by March 31. They are either forcing you to find somewhere to pay $150/mth or more or take a fine.

What does a single college student who is supported by their parents and scholarships do if they aren't covered under their parents healthcare plan?

well, you are covered on your parents by law if you are under 24 or something like that.
if this somehow doesnt apply to you, the fine is waived if you meet certain financial criteria.

You are good. Do nothing. You will not become accountable to The State Health Ministry for a few more years. By then you should be well-employed, prosperous and able to afford your State-mandated healthcare with ease.

In other words, slowly prepare your anus.

At this point I have no idea what is expected from us or any deadlines that ate or aren't deadlines....but I do have med insurance on the family.

The individual mandate has been pushed back a year or two now and will likely be pushed back again at least until Obama's out of office.
