BR is in need of a city manage system in terms of budgetary expenditure of every dime in every bank account across the board it isn't funny. Why does the "Library board" need 19 million to build a new library instead of renovating what is already there and generally empty of users every day.
I agree, it appears there is lots and lots of waste in the library system.

Tons. You can go online and buy a book for nearly nothing these days. They are glorified internet cafes.

Not just libraries each and every part of the EBR system of govt. with its squid like tentacles. Each part has its own taxing collection set apart rom the others. The dumb as a rock mayor has put forth how many tax referendums over his tenure? Does downtown BR need a taxpayer funded Disneyland? How many condemned bridges are there that await money to repair them? 19 million would make a pretty severe dent in repair of those structures.
