Should we have full starting lineups or should we allow the Louie T's and Wiseguys of the world to only have 2 starters in their lineup all week?

With pitching I don't see why it matters as long as they hit the 25 innings

Remember, I'm brand new to this league. This is the first time someone has said anything about this since I've joined - or at least that I've noticed.
What's the deal? I can't bench starters once I hit the 25 min inning pitch limit? Why not move it to 30 as you can still adjust scoring settings?
Little more explanation please.
