College sure, but that's because the low age reqs to play in the NBA have made sure all the NBA-ready high schoolers jump right in.

Consequently the NBA is at its highest level of talent across the league ever

That's really what it comes down to

I know it might seem easy to say because my pro team is still a contender, but SA was rock solid in the 90s, too. The NBA is better by leaps and bounds than it was just 10-12 years ago, much less the 80s. Any opinion to the contrary is really just leaning on nostalgia.
