There was a guy with a fricking nonlethal shotgun RIGHT THERE. Why the hell was the man riddled with bullets? I mean what the frick?

This is my thought. A different situation if he had a gun but he doesn't. Hit him with a bean bag or two. If he was a problem after that then it seems like they would have more of a case. Also, wouldn't pepper spray hit the guy even from that distance assuming the wind wasn't an issue?
