Another problem outside of just fouls is that the rest of the game its not necessarily out on who technically touched it last. In a pelicans game earlier this year, Ryan Anderson grabbed a rebound which Noah knocked out of bounds. As he knocked it away, it rolled off of Anderson's hands, so Pelicans technically touched it last. Ref had to award it to Bulls even though for the other 46 minutes, the ball goes to who knocks it out, not technically has last touch. Its not eliminating human error as much as changing what are he de facto rules for the rest of the game.
