So you want to replay everything to now call fouls on replay?
Yeah, that would be great.
Lets it expand it to the NFL - where we can now call PI or holding on reviews of whether a receiver caught the ball in bounds.

His point was, the replay was to check for possession. If you are running that replay(which is already allowed) and the ONLY reason the possession went a particular way is that you can see the guy got all arm instead of all ball, the ref should be able to make that call. At the least, even if no foul is called, it could affect the possession ruling.
