The mystery is the aftermath of the "explosion". The only type of explosion that would result is a plume that size is a nuclear explosion. Of course, that's not what the report is implying.
However, something significant caused a HUGE plume to billow up out of White Sands (of all places). A small explosion wouldn't have caused that significant of a plume.
Volcano? Perhaps. Device similar to nuclear device? Perhaps. Nuclear device? Certainly.

Highly doubt we're testing nukes. Unless we've figured out how to make them more powerful and cleaner. We know what the old ones do
