It's not a true referendum. You can vote "yes," for immediate unification with Russia, or "yes," for the terms of the 1991 constitution, which is a slower path, but also leads to Russian unification. "No" is not on the ballot.
Plus there's the thing about Russia holding a referendum in a sovereign nation.

you forgot the part "while under foreign military occupation".
If Putin was sincere about protecting people, he would appeal for an international peace-keeping force instead of his own military.

And Russian troops will probably be overseeing the actual voting. Just like how they occupied the Crimean Legislature when it voted for this referendum.

That said. Is there any indication that reunification isn't popular in Crimea?

And, I mean. There must be a reason Russia hasn't even had to fire a shot. The Crimeans don't seem terribly pissed.
