Many times, if you Google the text of his message you will find the corporate posting on the position. Some recruiters will find the posting, contact the company and secure an agreement to feed them candidates for a percentage. In my experience, this fee reduces your liklihood of negotiating a higher salary or signing bonus because of the fee to the recruiter.
If you can locate the source of the recruiter's message, go around the recruiter to HR. Your resume speaks for itself and a recruiter, on a publicly posted position, is not going to land you the job interview. Your resume and approach will.
