He does, but this speaking engagement at Berkeley is not a particularly ballsy thing to do.
He is speaking on the NSA and Personal Privacy. This is one of the safest possible topics at an institution like Berkeley, where the NSA is looked upon with utter contempt.
If Rand goes to Berkeley and speaks on the second amendment, or the minimum wage, or extension of federal unemployment benefits, or repeal of Obamacare, or Benghazi, or the IRS' involvement in Tea Party groups, or the EPA, or climate change, or the Keystone pipeline, or deficit/debt reduction, or states' rights, etc. - THEN it would be meaningful.
It's a safe subject in a safe environment before a crowd that will be in full agreement with his position on the NSA and personal privacy.
