That simply isn't true. The Federal Mandate only dealt with student enrollment numbers. It has nothing to do with the micromanagement of schools, administrative structure of the board, etc.

That's a cop-out.

WTF are you talking about??

Where students went to school and the resources allocated at each school absolutely had to be approved by the judge handling the lawsuit. That was the whole issue of the deseg suit and what created forced busing in EBR. ETA: The forced busing is what drove white kids out of public schools into private schools in EBR. And that is what destroyed the EBR school system.

Who gives a f*ck if the board could order blue pencils rather than yellow pencils? Or, if the school board had 3 committees rather than 4?

If that is your idea of the school board having local control, then I can't help you.
