I'm talking about the people who voted for more property taxes for public schools on the promise of "things will improve".

They threw a shitload of money at the problem and things have shown marginal improvement at best.

Throwing money at schools isn't going to make kids smarter. Taking your communities back from the abyss and populating areas of Baton Rouge long forgotten and thus interjecting positive values by means of a better class of people will make the schools better, and the schools more effective.
