While I'm not sure if I agree or disagree whether a government would shoot down a plane, I disagree that, at the point at which the last known location is currently being marked at, there was a risk of it hitting a populated area.

Perhaps to take it down over water rather than land to minimize the damage. Perhaps it was taken down further than where they are saying it was last reported.
