There's lots of poor attractive girls in public schools (one of the best looking girls in my graduating class grew up in a trailer). However, private schools generally have better looking girls on average due to several factors:
1. Private school uniforms are more flattering than the ugly public school unis.
2. Private school girls have a greater tendency to be wealthy, affording them better clothing, makeup, food, and fitness, giving them a higher probability of being able to look hot given the same genetics.
3. Guys find sluttiness hot, and private school girls (at least the ones in non-coed schools) are statistically sluttier due to being more sheltered.
4. Pregnant girls are unattractive, pregnancy can ruin an other-wise hot girl's appearance, and private schools have much lower teen pregnancy rates than public schools.
