the situation with the Ukraine?
I would hope that he would have pursued the missile defense shield in Eastern Europe in order to keep Putin in check. If not that then some other endeavor that would have been costly and time-consuming for the Russians to match. The key is to keep Putin so focused on keeping pace with us that he doesn't have enough time to focus on things like Ukraine. President Obama refuses to think that way, thus giving Putin the upper hand every time.

how would he be handling the ACA implementation (would liberals and conservatives both be screaming if he were unilaterally delaying implementation as Obama is currently)?
I hope he would have stuck to his campaign promise and pushed the House GOP to start a bill that would completely rescind the ACA. The problem would be the Dems holding the majority in the Senate (especially Reid's position allowing him to just table anything he wants that comes from the House). More than likely this would have been the course and so there would be a stalemate. The difference between that what-if and now would be that mandate exemptions probably wouldn't have happened/been extended. If the GOP played it right, they would go into 2016 with huge momentum as the as-passed ACA would already be crippling the economy.
