Actually at the end of his term W was pretty feeble.

The economic collapse and the two wars had greatly weakened him.

And note Putin waited until the very end of W's term before invading. W was out less than six months later.

In fairness, Obama inherited a pretty weak position in regards to Russia, but that didn't slow him down. He proceeded to weaken out position even further and now we are as weak as we have been in a long time.
