The lady literally says 'we invested 5 billion dollars to help Ukraine achieve these goals and others' as she's talking about democratization and favorable government.
And this kind of stuff is just a tip of the iceberg. That short article on Ron Paul's site goes into more depth about our indirect aggression against Russia.

She said the $5 billion was to help Ukraine "build democratic skills and institutions as they promote civic participation in good governance all of which are pre-conditions for Ukraine to achieve its European aspirations."
That is word for word what she said.
She specifically did NOT say to install a favorable government. You made that up.....which is a polite way of saying you lied.
