Well, it doesn't mean the Colt 6920 and 6940 models you can get at Wal-Mart.

No select fire feature = not an assault rifle by any reasonable interpretation of the phrase. It is just a semi-automatic rifle with some functional and cosmetic similarites to an actual assault rifle.

Actual assault rifles are subject to NFA restrictions, as are short-barreled rifles and shotguns, suppressors, destructive devices, etc. Plus they are relatively fixed in number - no more can be manufactured and placed into commerce (exchanged between citizens) - although, obviously, the government can continue to contract and procure more for governmental use.
