You must be referring to fully automatic weapons, I know of no federal currently banning anything called a "assault weapon", state laws such as NY and IL are a different story. The registration process with the ATF and local law enforcement is pretty straight forward in a lot of states. If you have a few hundred bucks, no criminal record, and a cooperative local sheriff you can possess a fully automatic weapon.
