Well once they got near the 10,000 mark, they stopped releasing the official # of signatures. While it may be legal to do so, You should wonder why it's necessary.

Two theories:

1. The movement is losing steam and they're not as close to getting the requisite amount as they hoped they would be at this point. Therefore they stopped releasing the numbers so as to not continue to give the opposition the argument that many in the area don't want the incorporation take place

2. The opposition will likely grow more boisterous the closer they get to the magic number. Therefore, in order to calm the flames so to speak, they are simply just leaving the opposition in the dark on the status.
