The younger the easier.
But... I know a family who adopted three.
The oldest asked to return to her mother, and did.
If you can give a child a good life, it's about the greatest gift you can give.

The adoption process is equally expensive.
Just keep in mind the cognitive development occurs from 0-2. Positive stimulus during that time period nets the greatest intelligence.
A lot of these older children have ptsd and should receive therapy from day one.
