Actually it was made with lamb, hence the name shepards pie. And I've never had one with cheese in it. A beef pie has a different name but I'm not sure what it is called.
If you smooth the potatoes over like a frosting then run a fork through it you get the same browning as above posted.

Point taken but it still was a simple way to prepare leftovers that has strayed far from its origins.
