Most definitely. You can't expect the same level of service from someone working at a fast food restaurant or a similar place where you don't tip and an actual waiter or waitress at a real restaurant.
I think the key factor is, are you tipping?

If the waiter says nothing other than, "Here you go" and plunks down the customer's order, that's no good.
If the waiter says, "Okay, here you go... Roast Beef po-boy for you, a cheeseburger with fries over here," etc., that's a different thing.
