I have a lab bitch that could if he wanted do the same thing. She squats and jumps vertically higher than her kennel. Thankfully she has not got the urge to go over.
There is an anti jumping leashe type deal that prevents the full extension of a dogs hind legs. It attaches to the collar, runs under the belly, and attaches to both hind legs. That would work but doesn't change the behavior.
