Obama didn't invent food stamps either. He just tripled the amount the govt. doles out.

Just a tip for you... if it's a history class, be careful about the comparisons you make between Rome and the U.S. make sure you know your comparisons well. They seem really similar on first blush, but the conditions in the Roman Empire at the end where pretty unique to Rome itself. If you really want to impress a Roman history teacher, compare what Rome used to be to what it changed into. The Roman of the 300's B.C. in no way resembled the Roman of 400 A.D. How did they get from A to B, especially considering what a severe and inwardly focused people Romans were at the start of their growth outward?

If it's a speech class, the teacher probably won't give a shite.
