That was an E.O. change that was intended to help a crisis, not a political/Liberal issue. The law was followed by Reagan. He came to Monroe at the Town and Country subdivision area on 165 north of Monroe. One of the best days I ever spent in my life.


Which law exactly was it that Reagan was following? The law that says its OK to reallocate federal spending for whatever you please so long as you're the President and its for a good cause?
