I can see the poorer schools arguing that richer schools would just buy up the blue chip recruits.

However, because the remainder of the recruit pool would be mostly scholarship players, this would give those schools an economic advantage as their monetary commitment would be set for 4 years, allowing for cheaper overhead and greater stability.

You're correct that the small schools would use this argument. But the problem is this is already happening with the current system.
