If you want a salary, you have to compromise with your employer. I doubt any college would be willing to guarantee a salary for 2 years, let alone 4.
Probably, most players would be signed to an initial 1 year contract, with extensions dependent on-field performance.

I can see the poorer schools arguing that richer schools would just buy up the blue chip recruits.
However, because the remainder of the recruit pool would be mostly scholarship players, this would give those schools an economic advantage as their monetary commitment would be set for 4 years, allowing for cheaper overhead and greater stability.
