His supervisor told police she spoke with Mouton several minutes after he made the initial statement and said Mouton refused to recant it, then went on to repeat it several more times during their conversation.
I would not suggest you go to your boss and tell him, if he doesn't let you voice your frustration that you will come back and shoot up the place.

Not remotely what he said if the quote is accurate.
Sounds to me like he is saying that being allowed to vent is better than doing like the postal people did and bottled it all up and then went nuts.

His tirade may have gone too far, but I agree with this:
