I think the thread settled on 23 because that is the Olympic cutoff. The only bad thing about using 21 is that we cannot drool over the 22 and 23 year olds. 
By the way, Pogba becomes the most amazing midfielder ever on FIFA 13. My career player went to Juventus where Pogba won 100% of tackles and facilitated with ease. From what I have seen IRL, this is not too far off.
