Yes. Nobody mentions Favre as a top 5 all time QB because of stuff like this. Peyton is top 10 for sure but if you want to crack that top 5 it's a much higher standard and rightfully so.

I would still pick Brett over Peyton if I had a choice leading into a Super Bowl though.

If he had won more super bowls(or at least 1 more) he'd definitely be top 5. That "gunslinger" moniker hurt him, imo.
