It's fairly strongly implied. Both the Captain of the Event Horizon and Fishburne's characters refer to the dimension as Hell

True, but didn't Weir also say that "Hell is just a word."

The dimension they go to thrives on chaos, but Weir is persistent that it isn't Hell
it is much worse.

The reviews are pretty brutal

This surprises me; I always thought it was an awesome scifi flick

This is a much more abstract statement than you are implying.

Dr. Weir says this as an homage to Hell. He is not saying the dimension is not Hell. He is saying the dimension is much worse than what people understand Hell to be. It very well could be Hell, but the only way for him to strike the right amount of fear into the crew is to describe it in terms they can understand. He has become enthralled with the place. He has seen it, and is telling the people that humans cannot grasp Hell. Hell is much worse than the word that people have thrown around for millenia.

ETA: this movie ranked number 1 on my scariest list for a long time. I think I was like 12ish when I first saw it. Fricked me up bad

The story is much better than most horror films out there. I really can't think of another horror or horror/scifi film with a better premise/storyline.
