Seems a club would require a dress code of some sort. Good luck with that in BR. Unless you think crocs and camo are high fashion, you'd be hard pressed to find enough people who would dress appropriately to sustain said club. The college kids may be more apt to dress well when going out , but I doubt there's enough of them to keep a club viable.
