I am pretty sure they tried something like that some years ago where they could decline FT's but I don't think they decided it was a viable fix to the problem.

To me it's just part of the game. You can foul and get the ball back if you want.

I have no real problem with what's going on now, but I do like tinkering in hypotheticals and seeing if we come up with something.

Another possibility is just make a rule that within the final two minutes, if a defender fouls a player who does not have possession of the ball, it's an automatic one shot plus the ball. That way, if you foul before the ball is in-bounded, you're penalized for it.

I was at the game tonight and I thought the foul on JOB 3 with 41 sec left was intentional.

I think they should keep it as a personal foul, but have a 5 second clock runoff.

IIRC they experimented with something like this for a year or two during the eighties and elected not to continue with it.

Nor should you be. The only reason there is a runoff in football is because there's just no other way to invoke the spirit of the game, and it sucks that they have to do it when they do. There's no reason to have to do it in basketball, ever.

At least allow the "fouled" team to select the shooter, like a technical.
