I'm not saying that decriminalization is a bad idea, just that we should be ready for more negative consequences than is being mentioned. The threat of incarceration has been a useful tool in getting people into treatment and getting them sober. Without that threat, many would never opt for treatment
portugal is in a different scenario because they have socialized medicine so their stats will be different than ours.
However decriminalizing small usage amounts will make things better as we won't be locking people in cages as often.
