Belichick and its not close.
Brady is a good QB in a great system. Matt Cassell went 11-5 in the season without him. Brady has the luxury of one of the best defensive minds of all time as his head coach, an amazing front office, and an offense that requires him to dink and dunk the ball to sure handed guys out of the slot and giant TE's.
Don't get me wrong, Brady is very good, but he is not the reason they won two of those 3 Super Bowls. Belichick and his defense is.
ETA:
Brady obviously had a coupe amazing seasons with Moss and Welker, but outside of that, he's mainly been a system guy that played smart and let his strong defense win games.
Peyton M IS the offense. They don't need an OC because he is one.

Brady is one the greatest that ever played at his position. He has excelled all of these years without a constant number 1 receiver year in and year out. Brady made the Patriots relevant again in Belichick's system.

Brady has been through about 5 different "systems" in his time in New England and has succeeded in them all.

A team that Brady went one botched interception away from a perfect season with. If you took a borderline playoff team, and subtracted 5 wins, you'd have a shitty... shitty team.
